Montreal, Quebec, Canada (AHN) – The Canadian Union of Postal Workers said Winnipeg will be the first target of their rolling strike which will begin Friday morning.

The only thing that will stop the postal workers from walking off the job is if Canada Post offers the union a new agreement by midnight of Thursday. But CUPW President Bob Tyre doubted if the agency would make a good offer sufficient to avert a strike.

However, the strike at Winnipeg will run for only 24 hours. Work is expected to resume Friday midnight to deal with mail backlogs caused by the industrial action.

The union picked Winnipeg as the first target of the rotating strikes because the new mail processing machines which were the source of problems for the union were first installed in the Manitoba city’s postal plant. The machines were blamed for causing repetitive strain injuries for letter carriers and loss of daytime jobs in plants.

Before pushing through with the Winnipeg strike, Canada Post and the CUPW will hold another meeting on Friday in a last-minute attempt to avert the job walk off.

In anticipation of a prolonged strike, businesses and charities that send a lot of mailed matter sent their letters and parcels ahead of the planned industrial action. Private courier firms planned to accommodate a rash of mails that would be displaced by the strike.

Among those affected are charities which receive the bulk of their donations through mail. The development officer of the Yonge Street Mission said 70 percent of its funding, estimated at $56,000 weekly, would be lost by the charity. However, the Mission also raised in 2010 about $500,000 through online donations.

A general strike would result in stop to regular mail delivery, although 9,000 Canada Post workers volunteered to continue processing welfare and other social security checks for certain government agencies to ensure that recipients of Canada Pension Plan, Old Age Security and Child Benefit payments will still receive their monthly checks.

Calgary, Alberta, Canada (AHN) – Alberta Premier Ed Stelmach forecast a quick economic recovery for the oil sands-producing province.

He said because of the swift recovery, Alberta will lead Canada’s recovery while the province’s books will return to black in 2011, one year ahead of previous prediction.

Alberta is only one of three Canadian provinces that did not suffer a budget deficit in 2010, but Alberta tapped into its reserved funds to balance its books. The decline in tax collection and energy royalties caused Alberta to have an actual budget deficit of $5 billion.

Stelmach is placing his job on the line by planning to call an election in early 2012. He foresees job creation as a tool to garner political support that Alberta could even end up with labor shortage and would need to recruit workers from other Canadian provinces and overseas to fill in the gap. Stelmach projects the province would need 70,000 more skilled energy workers in 2014.

The controversial oil sands are expected to be the province’s economic engine. In 2008, Canada exported over $122 billion worth of energy to the U.S., which includes oil sands crude.

To further develop Canada’s oil sands industry, the Canadian Energy Research Institutes reckon capital investment of $218 billion will pour in over the next 25 years. This in turn is expected to create 450,000 jobs across Canada, with a significant chunk in Alberta.

Ottawa, Ontario, Canada (AHN) – Many Canadian workers would begin 2011 paying higher personal income and payroll taxes, the Canadian Taxpayers Federation warned Tuesday.

For personal income taxes, the federation said all the 16 income and family groups in each Canadian province would pay 2 percent higher taxes.

For business payroll taxes, because of hikes in payroll tax thresholds, workers earning more than $44,200 a year would shell out $76 more, while their employers would have to pay $110 more.

The federation blamed the increase to the federal government’s hike in the Canadian Pension Plan premiums and the creation of new, non-insurance based programs funded by Employment Insurance premiums, which caused the program to create a deficit to be covered by higher rates.

The federation pointed out that income tax and payroll tax increases in previous years evened out because some groups enjoyed cuts, while others had to pay more. In 2011, all income levels, family scenarios and geographical location would be affected negatively.

Worst hit will be residents of Ontario, British Columbia and Nova Scotia because inflation rates in these provinces are higher than national average. As a consequence, Ontario residents would be hit with a 4.3 percent increase, BC residents 2.9 percent and Nova Scotians 2.8 percent.

In basic substantive ways the Nook operates like other e-readers already on the market, such as the Kindle, its successor, the Kindle 2, and Kindle DX; and Sony’s Touch Edition, Daily Edition, and Pocket Edition Readers. They all use the grayscale E Ink display and have similar fundamental capabilities, although each does have its own particular bells and whistles. What sets the Nook apart is the first-on-the-market full-color e-reader touch screen, which eliminates the need for a keyboard and comprises one-third of its unique front side, which also includes a display screen surrounded by a frame with a user-friendly backward and forward button on each side. The Nook runs Google’s Android OS; and it is the first e-reader to offer an electronic loan option called LendMe, which allows one Nook user to borrow parts of another user’s content for up to two weeks.

Early reviewers of the Nook reported being disappointed in the device’s sluggishness and lack of an intuitive user interface, but they expect any kinks in the software and/or hardware to eventually be worked out, making the Nook a gadget lover’s favorite toy.

Nook sales will receive a powerful boost from the e-reader’s availability to customers visiting any of the almost-800 bricks-and-mortar Barnes & Noble bookstores in the U.S. and Canada. In addition, the new device allows users to download the half-million titles in the Google Books library. This is typical for advanced ebook readers and according to the article “Is the Future of Books in Mobile EBook Reading”, apart from the range of books offered by Amazon for its Kindle, the Sony Reader also allows you access to a large library of books in the public domain that are therefore free to download (Digital Book Readers). The Nook sells for $259.

The Reader: point, shoot, and listen

The e-reader developed by Intel is in a class by itself. Simply called the “Reader,” the handheld device is the result of the collaboration of a long-time dyslexic – and frustrated – Intel employee, Intel’s Health division, and health care industry experts. Like its name, the Reader’s concept is also simple: It photographs labels, recipes, printed instructions, signs, flip chart pages, menus, memos, receipts and other smaller print sources, converts the printed text to digital text, then instantly converts the digital text to speech playback for reading-disabled or blind users and also to an over-sized digital display for low-vision users. The user can wear a headset in public places to avoid feeling conspicuous.

The Reader, in turn, has spawned Intel’s Portable Capture Station to enable Reader users to store larger amounts of texts such as chapters from a book or entire books, newspapers, periodicals and lengthy documents. The Portable Capture Station fits into what resembles a small suitcase, and can be set up on a counter or table, and, with the Reader locked into place, hold newspaper and magazine pages and other large documents which the Reader’s camera can then photograph.

Although the Reader’s price tag of about $1,500 is prohibitive to most individuals, the federal government makes funds available to the states so they can offer low-cost loans to those with disabilities for the purchase of assistive technologies. In addition, the No Child Left Behind Act provides grants and loans to schools so they can purchase assistive technologies for their students who require them for scholastic achievement. Intel works with several associations including the Council for Exceptional Children, the National Center for Learning Disabilities and the National Federation of the Blind to make the Reader available where it is needed, and the Reader has been endorsed by the International Dyslexia Association as an important teaching tool.

The Reader is available through a limited number of retailers, which are listed on Intel’s corporate website and include CTL, Don Johnston Incorporated, GTSI, Howard Technology Solutions and HumanWare.

Winnipeg, Manitoba, Canada (AHN) – in a bid to address doctor shortages in the province, Manitoba Premier Greg Selinger announced Thursday the government would shoulder 100 percent of the the cost of medical school. The catch: on graduation the new doctor would agree to be assigned to areas in need of physicians.

The grant is for $12,000 yearly for four years of medical school. For each year of scholarship, the student commits to serve six months in underserviced areas in the province. On the fourth year of study, the scholar’s grant could be increased to $25,000 if he accepted an extra year of service, bringing to $61,000 the total amount of funding available during the four years of medical school, in exchange for 2.5 years of commitment.

The new program replaces previous efforts that limited the scholarship to the third and fourth years of medical school. The old program created 405 more doctors and 40 more medical school spaces compared to 1999 levels. The new scholarship program will be available beginning in the fall of 2011.

Manitoba Health Minister Theresa Oswald said in a statement, “By targeting areas most in need of doctors, we are taking a significant step toward ensuring all Manitobans have access to a family doctor by 2015, regardless of where they live.”

Winnipeg, Manitoba, Canada (AHN) – Manitoba Education Minister Nancy Allan announced Thursday the province will push for a new law that would increase the truancy age to 18. That means young residents would be required to acquire an education or training until they reach 18.

Allan said the change was necessary because of global educational and work benchmarks going higher and that a high school diploma is often not sufficient to acquire a good job or carve a successful career.

Allan said in a statement, “Success in the modern economy will be dependent on students having every opportunity to pursue post-secondary education, training and apprenticeships. Those opportunities are lost when a young person does not have a high-school diploma or equivalent. Raising the compulsory education age to 18 will help ensure kids stay in school and are well prepared for life beyond the classroom.”

The current law in Manitoba requires students to remain in school until they reach 16. While the present truancy age has yielded an improvement in high school graduation rate to 80.9 percent in 2009 from 72.4 percent in 2001, Manitoba Premier Greg Selinger said the planned change should not be seen as dictating to the youth what they should do, but as helping them become successful in life.

Ontario and New Brunswick were the first Canadian provinces to adjust upward their truancy age to 18 in 2006. Alberta will discuss a similar measure this weekend. Nova Scotia is mulling a similar policy.

Another grant of the same nature is the Scientific Research and Experimental Development (SR&ED) program which is a federal tax incentive program. It seeks to encourage businesses of all sizes in Canada to conduct reasearch and development to bring about improved and advanced products and processes.

Many government grants are available in the art and culture fields. There are funds to support Canadian music, visual arts, performing arts, film, television, and magazines. The artists or the art presenting organizations can present the proposal to the government and if the criteria are met they will be financially supported. Canada grants like the Multiculturism Program seek to promote ethno-racial diversity and encourage participation of the minorities in the public decision-making.

Environmental causes are given special emphasis and any organization or group which wants to carry out projects on innovative means of waste reduction and pollution control can get assistance up to $50,000 once the proposal is approved by the Ministry of Conservation.

Being a stay at home mom is really a sacrifice, because you just tend to forget about your dreams of having an education so that you can take care of your family and kids.
